The city you fly from changes the price more than most people expect, because the airfare is the single largest line in the package. Karachi is usually cheapest on the Gulf carriers; Islamabad and Peshawar are dearest when only direct flights are running. If your dates are flexible by a week, tell us - it is often worth more than changing hotels.
Why a 15 day trip, and what you do with the time
Two weeks suits people who cannot take a month off work but still want proper time in both cities. You will spend most of it in Makkah with a shorter Madinah stay, which is the right way round for a first Umrah. If you can stretch to 21 days the daily cost drops sharply, because the airfare is already paid either way - compare both before you decide.
